Ideal offshore winds occur only 21-25% of the time, typically when a brief southerly buster or a weak front provides a window. Nevertheless, the water is warm, the crowds are smaller, and the occasional morning glass-off can yield clean, rippable waves in the 1-1.5m range. It's not the main event, but there are still diamonds in the rough.
